わざわざ英字新聞を読むまでもないが、日朝交渉で北朝鮮側は、日本と核問題については話し合う積もりがないことを明言した。
North Korea flatly rejected international demands that it abandon its nuclear weapons program in the opening session of normalization talks with Japan here Tuesday.
北朝鮮の過去を考えると、核のカードはアメリカとの交渉にとっておきたいということなのだろう。
記事によると、ワシントンは日本と韓国、中国に対しても同様に、北朝鮮の核廃絶に向けて"最大限の圧力(maximum pressure)"をかけることを強く望んでいるものの、今のところ三国はブッシュ大統領が望むような態度を示していないと、不満を表明している。さらに韓国はプレッシャーどころか、ワシントンの北朝鮮への色づけについて疑問を呈していると書いている。
一方、「Since the beginning of secret discussions between the two countries over a year ago, Japan has reportedly offered North Korea a huge amount of economic assistance in exchange for normalized diplomatic relations.」、と日本の経済援助について言及している。

一方、同じくIHTの「Editorials & Opinions」には、現在の脅威はイラクではなく北朝鮮であると書き始め、アメリカの北朝鮮への対応についての The New York Times の社説が掲載されている。
主旨はアメリカがもし北朝鮮を孤立化させるような政策をとるならば、結果的には悲劇的な結末をまねくかもしれないと警告している。
記事では北朝鮮に何度も訪問したことのある学者 Han Park の言葉を引用している。
"North Koreans firmly believe that the United States cannot now make a military strike, because South Korea is a hostage and because of the Iraqi situation,"
"That may make North Korea a bit more reckless."
北朝鮮は、今でもすぐにでも少なくとも５本のプルトニウム型核兵器を作るだけの準備はできているため、経済制裁や軍事的な行動は、北朝鮮を追いこむこと（あるいは新たな朝鮮戦争の幕開け）になるとの見解である。
「So what should America do?」
NY Times は、強行路線ではなく北朝鮮と話し合うこと、可能なら中国を代理としてと述べている。
そして、「If all sides play their cards wisely, the United States could not only defuse the confrontation, but also set North Korea on a path like the one China took, away from Stalinism.」 として未来に期待を寄せている。
